What is A Cosmetic Product Safety Report (CPSR)?

 As specified in Article 10 (1), the Cosmetic Product Safety Report is a vital component of the Product Information File (PIF).


The Cosmetics Regulation 1223/2009 is divided into two sections.


Part A is about Cosmetic Product Safety Information, while Part B is about Cosmetic Product Safety Assessment.


Assessing the safety of cosmetic products in the EU and UK

Each cosmetic product in the EU and UK must undergo a safety evaluation within the boundaries of cosmetic labeling requirements before being placed on the market. This evaluation will determine whether the cosmetic product is safe and under regulations. It also gives the reasons for that judgment, any precautions to take, and the credentials of the responsible person who completed the evaluation. Compilation of the Cosmetic Product Safety Report

Because Cosmetic Product Safety Assessment is part B of the cosmetic product safety report (CPSR), it is the most critical Product Information File (PIF) component. The Cosmetic Product Safety Information (part A) of the CPSR is used to conduct the safety evaluation.



Parts of Cosmetic Product Safety Report

The CPSR is divided into two sections (Part A and Part B), each of which should have the following information as a bare minimum:


PART A – Cosmetic Product Safety Information

  • The quantitative and qualitative aspects of the cosmetic product.

  • Physical/chemical attributes and stability of cosmetic products.

  • Microbiological requirements.

  • Details on harmful byproducts, traces, and packaging materials.

  • Usage that is both natural and foreseeable.

  • Exposure to the cosmetic product on the skin.

  • Sensitivity to chemicals.

  • The toxicity characteristics of the substances.

  • Unwanted outcomes and essential outcomes.

  • Report on the cosmetic product.


PART B – Cosmetic Product Safety Assessment

  • Results of the assessment.

  • Labeled cautions and directions for use. 

  • Reasoning assessor's credentials. 

  • Part B acceptance.

Typical Issues with Cosmetic Product Safety Report

  • The CPSR is predicated only on the formula composition in components;

  • Pollutants are not detected effectively;

  • The nature and evaluation of the packing material are pretty restricted, if not non-existent.

  • Crucial raw material documentation is lacking.

  • The test quality is exceedingly low, or negative test findings are disregarded or understated;

  • Toxicological information on specific substances is either non-existent or highly restricted.

  • Sensitivity to the cosmetic product is too optimistic, if not entirely incorrect.

  • Only systemic toxicity is quantified, with no regard for additional toxicological endpoints such as skin sensitivity, skin irritation, Etc.

  • The Safety Assessor lacks the necessary credentials.
